राष्ट्रीय ग्रामीण रोजगार गारण्टी योजना अंन्तर्गत सामूहिक भूमि मे समेकित चारा उत्पादन हेतु मार्गदर्शिका
हिमोत्थान सोसायटी’ देहरादून द्वारा वर्ष 2007-08 से “सामूहिक भूमि में चारा संसाधनों का विकास” नाम से एक
पहल की शुरुआत की गई जिसका क्रियान्वयन उत्तराखण्ड के चमोली ज़िले में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारण्टी योजना (म-नरेगा) एवं सर रतन टाटा ट्रस्ट, मुम्बई के वित्तीय सहयोग से किया गया। हिमोत्थान सोसायटी द्वारा “सामुदायिक भूमि में चारा संसाधनों का विकास कार्यक्रम” वर्श 2007-08 से अब तक उत्तराखण्ड राज्य के 6 जनपदों में 100 ग्राम पंचायतों में संचालित किया जा चुका है। इस गतिविधि से 3.40 क्विंटल अतिरिक्त पोशक चारा प्रति परिवार उपलब्धता सुनिश्चित हुई है, एवं 0.5 लाख मानव दिवस प्रति वर्श सृजन किया जा रहा है।
इस मार्गदर्शिका में सामूहिक भूमि में चारा संसाधनों के विकास के लिए म-नरेगा अन्तर्गत योजना स्वीकृति करने की प्रक्रिया, चारा घास-पौधरोपण तकनीकों, जल व मृदा संरक्षण तकनीकों, चारा उत्पादन क्षेत्रों का प्रबन्धन एवं रखरखाव, चारे के उत्पादन का आंकलन, आदि के सम्बन्ध में जानकारी दी है। यह मार्गदर्शिका कृषकों, पंचायती राज संस्थाओं, रेखीय विभागों, स्वयंसेवी संस्थाओं, आदि के लिए म-नरेगा अंन्तर्गत सामूहिक भूमि में चारा विकास कार्यक्रम को क्रियान्वित करनें में उपयोगी व सहायक सिद्ध होगी।

In 2007-08, the Himmotthan Society, Dehradun, commenced work on the ‘Development of Fodder Resources on Common Lands’ in the Chamoli district of Uttarakhand. The programme was implemented under the Mahatma Gandhi National Rural Employment Guarantee Act (MG NREGA), with financial support from the Sir Ratan Tata Trust, Mumbai. Since the commencement of interventions in 2007-08, fodder development initiatives on common land supported by the Himmotthan Society, have been undertaken over 100 villages in six districts of the Uttarakhand state, generating annually 3.40 quintals of additional fodder per household, and providing 0.5 lakhs person-days of employment each year.
This manual is a comprehensive guide on how the development of common lands for securing fodder resources for rural communities can be implemented under the MG NREGA. It also provides useful information on techniques for fodder cultivation on common lands, soil and water conservation measures, usufruct distribution of fodder and community management of common lands. The field manual is a useful guide for community representatives, panchayati raj institutions, staff of government line departments and NGOs interested in fodder development on common lands under MG NREGA.
