Village level livestock markets are the most accessible to breeders and rearers, and they also happen to be the most under-developed and unregulated. Depending upon the location of the village, market management is either with the concerned Gram Panchayat or Panchayat Samiti at the block level. Village markets are considered the most level playing field for negotiations between rearers and traders. In village markets, a rearer / shepherd may choose not to sell his animals if he finds the prices offered unreasonable, and since these markets are in proximity to the village, there are no additional expenses on travel or other incidentals. Usually rearers travel to these markets on foot even if this involves walking for a couple of hours to get there. At district or semi-urban markets, negotiations are often in favour of the traders-buyers. Sellers are mostly rearers and village-level traders, who travel quite some distance to arrive at the market, and incur costs of both transportation as well as other incidentals.
